19maintaining a permanent record of convictions for disqualifying offenses. Such
20reports and records may be cumulative beyond the period for which a license is
21granted, but the secretary, in exercising the power of suspension granted under s.
22343.32 (2) may consider only those reports and records entered during the 4-year
23period immediately preceding the exercise of such power of suspension.

13411. The secretary may also designate additional highways by rule. In adopting a
14rule designating other highways, which may include 2-lane highways, the secretary
15shall specify the factors which resulted in the determination to designate the
16highways. These factors shall include, but are not limited to, safety, economics,
17energy savings, industry productivity and competition. Vehicles to which sub. (2) (f),
18(fm), and (gm) and (gr) and s. 348.08 (1) (e) and (h) apply may also operate on
19undesignated highways for a distance of 5 miles or less in order to obtain access to
20a designated highway or to reach fuel, food, maintenance, repair, rest, staging,
21terminal or vehicle assembly facilities or points of loading or unloading. The
22secretary may, by rule, designate an access route of more than 5 miles from a
23designated highway when the longer route provides safer and better access to a
24location which is within the 5-mile limit. Household goods carriers may operate

1between highways designated in this subsection and points of loading and
2unloading.".
